Really solid breakdown of how SEQR has become more obstruction tool than environmental protection. The requiremnt that projects connect to existing water and sewer infrastrucure is genius policy design. It filters for density in places already equipped rather than sprawl, plus those systems are where jobs and transit exist anyway. Seen this pattern in other metros where enviromental review ironically blocks the most sustainable development.
