At a population level, I'm not convinced "exam schools" matter much to primary/secondary education. To me, the whole issue seems more like a political balancing act, rather than an attempt to improve education as a whole.

Philadelphia has a meritocratic, but not strictly test score, system for its admission process.

I recently visited Central High School for my 65th reunion. The student body is very diverse, judging from college admissions does well.
